clipboard and import issues with imported PDF files

Bug Description

Importing a PDF or EPS file works fine at a first glance, but the subsequent clipboard and import operations give strange results, like:
- when copying and pasting a path, it is pasted in the wrong size (larger than the copied, and not in the right place if I use CTRL+ALT+V)
- importing a bitmap image loads the image fine, but upside down.

This is a layer matrix problem, which has caused a lot of PDF import problems.

There is a simple workaround, use XML tree editor to select layer-group. Ungroup it, this applies all the transformations to the items itself. Now you can recreate layers, but not forced to.

The upside-down issue with images in PDFs looks similar to Bug #189495.
