There have been many changes since the release of Inkscape 0.46 - including an improved vertical toolbox that no longer restricts the minimum window height of Inkscape: <http://codewideopen.blogspot.com/2008/06/vertical-block-is-finally-gone.html>

You could try a recent prerelease build of Inkscape 0.47 from <http://sourceforge.net/projects/inkscape/files/inkscape/0.47pre4/> or wait for the upcoming final release.
