Partially reproduced on Windows XP, Inkscape r9535, French locale.

Confirmed, I get "ùôïäî" instead of "ùôïäî"

> Second, open the XML editor and look at the title data for the root and for metadata. It has been my experience that those will be corrupt and the XML editor won't let you edit the titles.

No problem on my computer. I can edit both titles with the XML editor, and the changes are correctly applied to the UI.
