Not reproduced with
- default gtkrc settings (no user gtkrc file, or no gtk-toolbar-icon-size in the settings file ), or
- explicitly setting 'gtk-toolbar-icon-size' to 3 (GTK_ICON_SIZE_LARGE_TOOLBAR)
