SM-Mitaka: Fix for mitaka config_started issue

Closes-Bug: #1613159

During HA-Config, pull default_domain_id from nodes and configure all nodes
with it an restart keystone as well.

PATCH2: Fixed Sync_keystone.py for liberty case.
