How you provisioned your system? The keys should get generated while installing ui package through https://github.com/Juniper/contrail-packaging/commit/5fab2542f4eff93d266cf408e1b53e0cb3c8364d

Please check if you have /etc/contrail/webui_ssl directory in the system?
