Actually, on devstack I'm not seeing these warnings emitted on every request, it just seems to be on the first request after keystone is reloaded. Yes, it is a lot of warnings because there is one for each policy, but it should only happen once until the next time keystone is reloaded. Can you confirm that's what you're seeing?

I think the noisy unit tests are a separate issue that we could fix with a fixture.
