This is more an Idea than a wish or Bugreport, but I think it is a good idea and I don't know were to file it.

Summary:
Launchpad should check bugs automatically, and contact people who are willing to contribute, automatically per email and ask if they can confirm this bug or not.

Description:
Most of the Bugs reported are a long time unconfirmed, and it seemes to be a hard job to get people to test the bugs. So it would be a nice thing to make it a little bit more automatically. Ubuntu is known as very userfriendly and should be/ is also very contributorfriendly, but it is work to file bugreports and test others and provide more information etc. so most people, almost them who are willingly to contribute, won't to this, because there are a lot of reasons: time, language, not enough skills, but the most work to confirm bugs is, to follow the instructions the reporter gave. So when you will confirm the bugs quickly to get to the real work (to fix it) you need a lot of testers. Usually you want the people to file bugs on launchpad, which really is more easier than on other platforms.
But why don't get the otherway round? Bring the bugreports to the user and let them test it.
What I imagine is a database of userprofiles from users who are willing to contribute but hasn't the skills or think they don't have it (like me). In the Userprofile contains an e-mail adress, and the version of the distribution he uses, and a list of programmes he often or likely use. With this launchpad could send the new unconfirmed bugreports to the users who uses the programm and could ask if they can confirm it or not.
A half-automatic option is also possible, where the reports could be send by moderators to users they maybe could confirm the bug. The moderators also could make a decision if the bug is easy enough to test or not.

Ok hope someone will read (and understand my weird english) this and call it a good idea and say lets do this thing.
