Comment 1 for bug 1709416

This isn't quite as simple as letting LP build arbitrary code to arbitrary branches. We need to consider how the store should handle the uploads in terms of assertions etc., as arbitrary PRs shouldn't produce snaps that are trusted by snapd the same as official builds.
