And even with site language zh_TW, on the mass subscription results page
one sees UTF-8 becomes:

    * &#31309;&#20025;&#23612; <email address hidden>

though apparently internally it is still UTF-8 at evidenced on other
pages.

P.S., the zh_TW 'send me my passwd' email sends raw % mess:
