Add "Clear Private Data" to Privacy Tab of Preferences

Bug Description

It just dawned on me that this is probably an obvious grouping and a place one might look to find this option.

It might also be worth experimenting with the CSS Class ".warning" to make this button red since it deletes data.

So the possibles reason against are:
 - Grows the dialog a lot.
 - We have no precedent of active actions in preferences.

This may feel more natural if we put search engines into the dialog in the same release.

I've seen this implemented in Epiphany - that is, after wondering if they removed the ability to clear private data and searching for it thoroughly, and having clicked through multiple screens. So as far as I'm concerned this would hurt discoverability greatly.
