mir_demo_server_shell: On screen power off (Alt+P) rendering restarts immediately, and without any vsync.

Pressing Alt+P a second time restores normal rendering speed with vsync.

This bug is about mir_demo_server_shell specifically. There are other related issues covered in bug 1231857.
