Well, we could argue that having a VIDEO_TS.IFO file in a folder would indicate that the remaining *.VOB, *.IFO and *.BUP in the same directory belong to a DVD as VIDEO_TS.IFO is the entry point to every DVD Video disc. In that case we could index the IFO file and ignore the rest. That would be a bit more flexible and would not arbitrarily ignore VIDEO_TS folders.
