Steps To Verify:
1. Configure OpenStack cloud with 1 controller and 1 compute, CentOS, HA, Neutron VLAN, install Murano
2. Deploy this environment
3. When deployment will be finished add two controllers to this environment and start deployment again.
4. Verify that deployment will be finished successfully without any errors and Murano works.

Observed Result:
Deployment finished successfulle with 1 controller and 3 controllers (+2 controllers to already deployed env), all works fine, bug is not reproduced.
