On a hirsute multipass instance:

$ apt-cache policy systemd
systemd:
  Installed: 247.3-3ubuntu3.1

  Version table:

I have tried all 5 combinations of the ActivationPolicy setting for a dummy interface and confirmed that those work as expected. Same as before, I also did a reboot while making sure RequiredForOnline is set to no and things seem to be working as expected. Verified!
