    Fix failing L3 agent scheduling unit tests

    The Cisco L3 router service plugin supports
    L3 agent scheduling. For that reason we reuse
    most of Neutron's L3 agent scheduling UTs.

    Due to some change in Neutron a few of those
    UTs started failing with the Cisco L3 router
    service plugin. This patch fixes those issues.
