Comment 9 for bug 1558812

Although, now with subnetpool being out and in the wild, I can see the case where we would need to allow subnetpool_id to be updated if they created a subnetpool already, rather than delete and recreate it, especially if they already have subnets associated. But, how many operators have painted themselves into a corner like this?
