And if I use legacy option "enable_service q-fwaas-v1" in local.conf, still face "PENDING_CREATE" issue, I found config conflict in l3_agent.ini, there are two agent section, but have different values, [AGENT] and [agent]

[AGENT]
extensions = fwaas
root_helper_daemon = sudo /usr/local/bin/neutron-rootwrap-daemon /etc/neutron/rootwrap.conf
root_helper = sudo /usr/local/bin/neutron-rootwrap /etc/neutron/rootwrap.conf
