Now Savanna cannot mount Cinder volumes to cluster nodes during cluster scaling.

Reproduction steps:

1. Create cluster. At least one node should have mounted volume(s).
2. Scale claster.

EXPECTED RESULT:
Cluster was scaled and all volumes was mounted to cluster node.

ACTUAL RESULT:
Cluster was not scaled. Volumes is not mounted to cluster node.
