i can confirm that images are not being updated on creation. here are my steps to reproduce:
1. create a centos image with sahara-image-elements
2. start instance
3. login and check the openssl package version
when i did this i saw that the openssl version was behind the official centos repository version. i'm not sure if adding the yum update to the image creation will help with the ultimate problem of an image being out of date, but it will get us closer.
