For me, I have to press ctrl + several times before the text enlarges but then it works as expected. If I change "Edit > Preferences > Display > Fonts > Advanced > Minimum font size" from 17pt to None then ctrl + works immediately. I don't have to use the View menu at all.

I see the same behavior whether Lightning is enabled or not so there is a problem but for me it's not related to Lightning.
