I'm seeing this issue with overcloud deploy(update) and we seem to be using older puppet-rabbitmq (that does not have this fix) both upstream and downstream.

puppet-rabbitmq-9.0.1-0.20190218091651.5477e69.el7.noarch

Probably need newer builds soon?
