    Add OctaviaAmphoraSshKeyDir for ssh key creation for Octavia

    The Octavia playbook now creates a ssh key unless the user explicitly
    sets the OctaviaAmphoraSshKeyFile parameter.
    The playbook creates it in the OctaviaAmphoraSshKeyDir directory
    (default: /etc/octavia/ssh).
