I also am experiencing this on 14.04 32 bit, Intel 945GM. Using Gnome-flashback + compiz. The interesting thing is that when moving a window (e.g. grabbing title-bar and moving the window around on the screen), the CPU usage is "normal" not too much, and the motion is very fluid. When resizing a window (e.g. via Alt-Middle-mouse-button) the resizing is very choppy and the CPU usage is very high. So there must be some difference in what is used to perform resizing vs. what is used to move windows. I tried what was suggested in comment #7 (installing Intel's driver), with the same results.
