Maybe I haven't noticed this issue, but I can say, that I didn't noticed problems on Ivy Bridge, Haswell and Broadwell GPUs (VLC with VAAPI works just fine).

How is the situation different on Windows? Just trying to get, why is it such a problem.

OpenGL on linux can be enabled manually, I'm using it for months without apparent problems.
GPU Accelerated Windows: 1/1 OpenGL (OMTC) (in about:support)

If OpenGL compositor on Linux will be working without problems, would be still needed to copy image from GPU to software, or can it be avoided? If I remember right, I read some article about gstreamer+vaapi in Firefox and it stated, that this copying is killing VAAPI performance.

I'm just trying to figure out, what is needed to get VAAPI/VDPAU working...
