In the meantime, users can workaround this by adjusting /etc/apparmor.d/local/usr.sbin.cupsd to have:

 capability net_admin,

and then reloading the profile with:

$ sudo apparmor_parser -r /etc/apparmor.d/usr.sbin.cupsd
