When I have a menu item selected (like the gear, time, etc) in the menu bar so that it is showing it's options (like users, calendar, etc) and the screen goes to sleep, when a user moves the mouse, the screen wakes up, and the entire screen is visible, the user can look at any menu items, until the first click.

After the first click, the lock screen finally appears, but at this point, the whole screen has been visible for an indefinite amount of time.
