Is this still and issue?

Just tried on Windows 10 with both
- Inkscape 0.92.2pre0 (973e216, 2017-07-25) and
- Inkscape 0.92+devel (48344d68f8, 2017-07-29)
and actually Ctrl+Z/Y is switched when I switch from German to English keyboard layout.

Now
- there might be differences between Windows and Linux
- Inkscape is actually supposed to behave like described initially
but (in the scope of this bug) I can't reproduce it.
