Are you on a 32-bit system or 64-bit? I happened to notice that libjasper does include libjasper.a on 64-bit systems. I got xv to build with the following one line patch to the Makefile:

change:

JP2KDIR = /usr/lib/i386-linux-gnu/

to

JP2KDIR = /usr/lib/x86_64-linux-gnu/
