Compiz starts with no active plugins on Xubuntu 12.04

Bug Description
On Xubuntu 12.04, Compiz starts for the first time without any of the plugins enabled. This even includes all the General plugins such as Composite and OpenGL.
Steps to reproduce:
1. Log in as a new user (no existing ccsm settings)
2. Install compiz:
sudo apt-get install compiz compiz-gnome compizconfig-
3. Start compiz:
compiz --replace ccp
4. In CCSM: note that none of the plugins are active
Notes:
- the $DESKTOP_SESSION is "xubuntu"
- there is no "xubuntu" entry in /etc/compizconf
