Since Christian agreed this is a valid bug I'm adding this to our backlog and tagging it regression-release to represent that it's a regression compared to 20.04.
I'm sorry I don't know how to progress it though, and unless Christian thinks otherwise then unfortunately I don't expect it to make any progress soon. Volunteers welcome.
