I would like to add that I had this problem with a simple apt-get upgrade. That has nothing to do with hardy dist-upgrade.

A newer version of language-pack-en or language-pack-en-base (I don't remember which) invokes a postinst command /usr/share/locales/install-language-pack, which invokes /usr/sbin/locale-gen, which invokes localedef, which hangs. I had to boot the -14 kernel, do the upgrade, and then I could go back to -15.
