Still not fixed in 16.04. On a fresh boot I get an autoconfigured IPv6 address despite net.ipv6.conf.all.autoconf being set to 0 in sysctl.conf.

(Only solution for me seems to be manually setting the interface to static in /etc/network/interfaces - but I have to do this on every single VM I create, which is sort of annoying)
