Yikes. Sorry, Jussi, I didn't know that warning was present. I have reported bug 1409749 on the error, which is really the root problem here.

One of the ways of addressing that bug would be to make PPAs findable and/or browseable. But it's probably not the best choice, for the reasons I outlined, and because the effort required to implement that would be greater than the effort of reviewing free apps until the new upload process is available.
