I was finally able to re-create this consistently.
Clean install from Beta 1, press alt+f2, type in gnome-terminal, and hit enter (don't click the icon).
That resulted in a gnome-terminal screen loading but with an unfilled triangle.

It seems that some update since I originally reported the bug (and was seemingly derided, and then ignored) has resolved this.
