easier to do so:

#under root user
apt-get update
apt-get upgrade

#you see this error, "AttributeError: 'Deb822' object has no attribute 'has_key'" etc...

dpkg --remove update-notifier-common
apt-get install -f

#update-notifier installed, all works!
