libgnupg-interface-perl autopkgtest always fails. This also impacts any reverse-dependency autopkgtests e.g. gnupg2
[Description]
The autopkgtests for libgnupg-interface-perl on Bionic have been consistently failing since ~2018. This looks to be related to the upstream testing suite, specifically the t/decrypt.t and t/get_public_keys.t tests.
Similar issues have been reported by the community when installing libgnupg-interface-perl directly from CPAN (including other distros), so we should investigate why those tests are failing and preventing our autopkgtests from running successfully.
These failures don't seem to happen on Xenial and Focal, so it might be related to other Bionic packages.
