For Bionic and Focal: apt does not yet support APT JSON protocol 0.2. So no messages will yet be shown for esm-apps counts on 27.0.2 for Bionic and Focal. So this hook verification today is a NOOP. Once APT gets it's next SRU on Bionic and Focal, I expect we can validate

lxc launch ubuntu:focal dev-f
lxc exec dev-f apt install hello
