In focal that script doesn't work, the engine path is engines-1.1 instead of engines-3, but openssl still crashes after that change when generating the certificate request. I would either find out what's wrong, or use another method to generate the certificate request. With certtool perhaps, instead of openssl.

But if memory serves correctly, there was no engine-related change in openvpn for focal, that change was just in the jammy series, right?
