I personally feel that showing the menu when hovering over the panel's window controls an attractive behaviour.
It shows new users, when they go to interact with a window, that there is a menubar hidden in the top-panel that shows when they hover over it.
To me this advertises the hidden global menubar, without effecting any of the design concepts or paradigms.
