The current plan is to merge bagpipe-bgp (currently on github) with networking-bagpipe-l2 and rename networking-bagpipe to reflect the fact that it has more than just an ML2 mechanism driver.

This will reduce the complexity of the dependencies.

I think we can close this bug once this change is made.
