Comment 3 for bug 1084552

I've branched off zomux's original patch and added classifiers, jml's suggestion in the original review, added a 'long description' that wasn't the README, and neatened up a few things. Also ran twistedchecker itself on it! Also solidified the requirements - Pylint 0.25.* doesn't build here, but 0.26 does - and pylint newer than 1.3.3 breaks as well.

I've submitted it for merging as well.
