I'm not sure I understand your questions...

If you're asking if I have the same problem when logging in with a different user, then "yes" it also doesn't work when logging in with a 2nd account that's on my machine. That 2nd account existed before the upgrade to 18.04.

Also, the keys to disable the touchpad work fine on the login screen.

The only thing I see in journalctl is this:
